Through the Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Preparedness and Emergency Operations (OPEO), the Hospital Preparedness Program (HPP), provides funding for states to improve medical surge capacity, and enhance hospital and Emergency Medical Service (EMS) capacity for response to a local or statewide emergency.
