In 2012, the Office for Victims of Crime and the National Institute of Justice awarded funds to the Massachusetts Department of Public Health (MDPH) to create a National Sexual Assault TeleNursing Center. Telemedicine equipment at four pilot sites will give clinicians 24/7 audio and video access to a staff of Sexual Assault Nurse Examiners (SANEs) for guidance and support when treating sexual assault victims.
MDPH has issued a Request for Response (RFR) for three pilot sites that deliver medical services to priority populations (rural, tribal and corrections). A fourth site, serving the military community, will be a U.S Navy facility and will be selected in a separate process. All four sites will work closely with the National TeleNursing Center to ensure a more trauma-informed patient experience, promote healing, and enhance the adjudication of sexual assault cases in these communities.

- Go on the Internet to www.comm-pass.com.
- Click the Solicitations tab.
- Click “Search for a Solicitation.”
- Type 305918 in the Document Number field, and press "Search."
- Click the link at the top of the page that reads:
- "There are 3 Solicitation(s) found that match your search criteria."
- Click the View icon (eyeglasses) next to the first solicitation (in OPEN status).
- The RFR document is posted on the Specifications tab.
- Caution: Do not use the Back button in Comm-PASS.
Final submissions must be received by May 15, 2013. On April 11, 2013, at 2:00 p.m. (eastern time), MDPH will hold a web-based Bidders Conference. This conference will give respondents an opportunity to ask questions and clarify any aspects of the RFR. Respondents may submit questions in writing only via email to Dr. Christine Murphy (christine.murphy@state.ma.us) prior to the conference, and for two days after the conference. Questions may also be asked during the conference.
